Sir E. Satow to the Marquess of Lansdowne.--(Received September 12)
Peking, July 21, 1904.
I HAVE received your Lordship's despatch No. 157 of the 27th May, inclosing extract from the "Times," stating that reports were current in native official circles to the effect that China had agreed that the customs appointments in the newly-opened ports in Shantung should be confined to Germans in virtue of the privileged position conceded to Germany in that province by the Agreement of March 1898, and instructing me to endeavour to ascertain whether there is any truth in these reports.
I have the honour to inform your Lordship that I instructed Mr. Mayers, Chinese Secretary to this Legation, to make inquiries.
He now tells me that he has been informed, privately, on good authority, that the German Minister actually did make the demand in question, but that the Foreign Office refused to entertain it.
His informant did not know the dates of the correspondence, but professed to derive his knowledge from a conversation with a member of the Foreign Board.
Mr. Mayers believes that the information is sound and may be relied on.
